In the absence of initiative, the President of the Republic remained the sole master of the French regime’s calendar.

The resigning Prime Minister has set the spending ceilings for the ministries for next year. They are identical to 2024. The policies pursued by the French regime on La Reunion Island will therefore continue, with serious consequences for our people. The only possible alternative is a government drawn from the former opposition, led by the New Popular Front, the first political force in the National Assembly. But MPs are still out of work, and their allowances are still being paid. This last point is the only one on which the National Assembly groups agree. All the MPs could have tried to shake things up by resigning. But they chose not to. The appointment of a Prime Minister and a government of the New Popular Front is still highly hypothetical. Indeed, the only vote taken by the MPs since the legislative elections has been for the presidency of the National Assembly. The candidate of the presidential party won a majority and was re-elected. This is the only concrete element before Emmanuel Macron meets the heads of the parliamentary groups, scheduled for Friday to Monday. Under the French system, the President of the Republic remains the sole master of the calendar.
Gabriel Attal, the resigning Prime Minister, has sent the ministries their “lettre de cadrage”. These set spending ceilings for 2025 for each administration. The 2024 budget will remain unchanged next year. This is the consequence of the absence of a parliamentary majority in favor of the New Popular Front, which became the leading political force in the National Assembly following the second round of early legislative elections on July 7.
Since then, a resigned government has been dealing with current affairs. No legislation has been passed. Only one ballot has been held among deputies. It saw the victory of the presidential camp. The outgoing president of the National Assembly obtained a majority to be reappointed.
This situation has serious consequences for our country, which is severely affected by mass unemployment, poverty, illiteracy, lack of housing, high living costs and economic, cultural and intellectual dependence on French neo-colonialism. In fact, on La Reunion Island, the main consequence of the policies pursued over the past 7 years by the French presidency has been social destruction. The rights of the less wealthy have been eroded in favor of the ever-greater enrichment of the ultra-privileged class. La Reunion Island has been plagued by mass unemployment for over 50 years. The application of the ideology of the presidential movement is reflected in the blaming of the victims and the exoneration of the responsibilities of the capitalists responsible for this bankruptcy. The capitalists are increasingly assisted by Paris in terms of public aid.
The privatization of pensions continues, to the benefit of banks and insurers. Only those with sufficient financial means can invest their money in a pension fund to supplement the ever-smaller pensions provided by the general scheme.
At the time of writing, this is the policy that the Reunionese Island will have to live with again next year. The consequences will be even more serious, as the budget, which has remained unchanged, does not take inflation into account. The victims of this policy will be even poorer.
By the time a new Prime Minister has been chosen, who can rely on a majority to govern and work on a rectifying budget, a significant amount of time may have elapsed. This works in the regime’s favor.
In the French political system, the President of the Republic is the sole master of the calendar. He alone can decide to dissolve the National Assembly and appoint the Prime Minister. The Constitution imposes no deadline and no name.
Starting this Friday, Emmanuel Macron will meet the group leaders of the National Assembly, including those who do not belong to the “arc républicain”, i.e. the extreme right and its supporters who betrayed De Gaulle for a plate of lentils.
These meetings are scheduled to last until Monday. The French President has announced that he will choose his Prime Minister “immediately” after this discussions, without giving a date.
The more time passes, the closer we get to 2025. This was the pretext chosen by the resigning Prime Minister to announce that the 2025 budget will be the same as in 2024. The State must continue to work, despite the fact that MPs have been unable to work for over a month.
Nothing is illegal. The French Republic is a state described as democratic by the parties that take part in the elections. In fact, it is the taxpayer who funds the parties that fielded candidates in the legislative elections, and pays the MPs despite the inaction of the National Assembly.
In fact, none of those urging the President of the French Republic to appoint this or that person to head the government have questioned the payment of MPs’ allowances. And yet, these parliamentarians have been out of work for over a month. The consensus of the parliamentary parties is clear on this point. All those elected on July 7 could have resigned to create a regime crisis able of upsetting the President of the Republic. They chose otherwise. The consequence of this strategy is to leave the President of the Republic in total control of the game. The precedent of the election for the presidency of the National Assembly showed that a majority could exist around a name, with the presidential movement as the beneficiary, even though it came in behind the New Popular Front in the legislative elections. This is the only concrete fact, and it favors the continuation of the regime’s policy of social destruction.
